POSITION SUMMARY

The Community Programs Manager is responsible for the administrative management, planning, operational oversight, and fiscal management of community-based education and outreach programs. This position will oversee staff and programmatic activities for Adelante insurance eligibility programs and resource referral programs. Responsibilities include cultivating and developing partnerships to increase health equity, address the social determinants of health (SDoH), and support activities that address findings from the recent needs assessment. Additionally, this position will be required to develop budgets and operating plans for programmatic funding proposals.

ESSENTIAL SKILLS AND EXPERIENCE

  • Completed or currently enrolled in a bachelor's or master's degree in business or a related field.
  • Proven experience in program management.
  • Deliver high-quality programming, build relationships with residents and community partners, and ensure program improvement through data-driven evaluation.
  • Proven experience in building community relationships.
  • Proven experience managing staff.
  • Competency in Microsoft applications, including Word, Excel, and Outlook.
  • Understanding of project management.
  • Understanding of insurance programs and guidelines, including Medicare, Medicaid/AHCCCS, marketplace, etc.
  • Proven experience working with community stakeholders and developing partnerships that create programs and services that improve health equity and SDoH.
  • Ability to organize, prioritize, and perform a high volume of detailed work with accuracy and adherence to established procedures while working with frequent interruptions and minimum supervision.
  • Valid Level One Fingerprint Clearance Card issued by the Arizona Department of Public Safety for all specialty behavioral health locations

NONESSENTIAL SKILLS AND EXPERIENCE

  • Knowledge/Understanding of the Social Determinants of Health
  • Bilingual (Spanish/English)
  • Ability to understand, converse, read and write in a first and second language with a high degree of proficiency

POSITION REPONSIBILITIES/ESSENTIAL

  • Plan and execute community initiatives and programs per Adelante strategic plan
  • Develop outreach opportunities to enhance the Adelante brand, programs, and services
  • Create and manage long-term functional area goals that align with the strategic plan
  • Develop an annual community outreach calendar and plan
  • Ensure programs and services funded through private or public grants comply and have accurate documentation and reporting
  • Develop budgets and operating plans for each program
  • Develop an evaluation method to assess program strengths and identify areas of opportunity and improvement
  • Write program funding proposals to guarantee uninterrupted delivery of services
  • Manage a team of program managers and services
  • Ensure goals are met in areas including customer satisfaction, safety, quality, and team member performance
  • Implement and manage changes and interventions to ensure project goals are achieved
  • Meet with stakeholders to make communication easy and transparent regarding project issues and decisions about services
  • Produce accurate and timely reporting of program status throughout its life cycle
  • Analyze, communicate, and address program risks
  • Develop marketing and community engagement strategies for programs and services to increase participation in and awareness of Adelante community programs

Work environment: While performing the duties of this job, the employee is exposed to weather conditions prevalent at the time when traveling to various clinic sites. The noise level in the work environment is usually moderate. The employee may be subject to health hazards (contagious diseases, blood borne pathogens, etc.) when working in the clinic area.
