The Community Development Director is responsible for the leadership and management of the Community Development Department. Oversees Adelante s Community Health and Community Programs areas. Works collaboratively with internal stakeholders and community partners to advance health equity efforts through partnerships. Additionally, builds programs and services that align with community needs and addresses the social determinates of health (SDOH). Leads all Voter and Advocacy efforts, special population outreach and volunteer program. Leads and supports the fund development efforts and sustainability of all programs and services.

  • Plans, implements, and evaluates corporate onsite/offsite health events, including but not limited to:
    • Onsite vaccination events
    • Community Health screenings and services
    • Community Services and Support
  • Enforce existing policies and procedures and create new policies and procedures as appropriate to the community health programs
  • Organize, direct, and evaluate workflow in department of responsibility for the utilization of appropriate staff based upon budgeted FTEs, volume, and intensity of workload
  • In collaboration with the program leadership will manager inter-departmental, organizational and customer service issues, including but not limited to physicians, patients, vendors, temporary agencies, and educational affiliates
  • Promote and foster service excellence to meet or exceed internal and external customer expectations
  • Provide grant management as determined and delegated by grants leadership
  • Oversee the planning, implementation, and evaluation of Adelantes Community Programs and Community Health events and ensure activities and services achieve stated objectives and outcomes.
  • Ensure the programs and services contribute to Adelantes mission, reflect the priorities, and approved budget
  • Analyze programs during planning, implementation, and follow-up to verify quality
  • Plan, propose, and track budgets for program services and total quarterly expenditures, including allocating adequate resources to each program and staying within budgetary limits
  • Prepare, modify, and file reports and documentation as necessary, including summaries of activities and incidents, post-program overviews, recommendations for future services, and analysis of the overall program
  • Present to other community partners what services Adelante offers
  • Attend community outreach events to promote all Adelante Community Development Programs


  • Serve as a liaison to school districts, community, and civic organizations
  • Support the development of new and expansion of existing health center programs and services.
  • Develops partnerships and collaborations in our service area to identify their healthcare needs, facilitating access to data and mapping services, strengthening networks, and improving access to care.
  • Responsible for completion of performance evaluations and administration of appropriate wage increases to be consistent with assigned deadlines and within budgeted allowances
  • Initiate hiring process including staff assessment, justification of request for personnel, interviewing and selection following assigned guidelines
  • Initiate appropriate disciplinary process utilizing established polices and procedures
  • Participate in community boards that align and compliment the mission of health equity
  • Provide and/or authorize health center and department specific orientation and onboarding, to include continuing education/training by following established guidelines
  • Assure all staff have completed appropriate training and competencies at required intervals
  • Complete comprehensive mid-year reviews and provide staff with SMART goals that are specific, measurable, attainable, realistic, and time specific
  • Provide coaching and support including but not limited to:
    • Setting goals and expectations regarding performance and behavior
    • Providing timely and proper reinforcement for improvement of performance and behavior
    • Provide mentoring and skill development to support staff
  • Demonstration of good listening skills and use of non-judgmental language in discussions with employees
  • Read a room and tailor your message to a specific audience
  • Portrayal of behaviors which support positive role model for staff


  • Works with manager to develop relationships with internal/external stakeholders in efforts to finding additional resources
  • Works collaboratively with Community Health Programs team for data collection, health outcomes reporting, clinical audits, and programmatic evaluation
  • Helps evaluate clinical care, utilization of resources, and development of new clinical tools, forms, and procedures
  • Lead the development of all workflows, compliance and necessary Policies & Procedures of current and new Community Development programs and services

Additional Duties and Responsibilities

  • Masters degree in a Public Heath, Business, or any healthcare related field
  • Minimum of 5 years Community Programs or FQHC Leadership experience
  • Prior Managerial or leadership experience of at least 5 years
  • Experiences in managing complex projects
  • Ability to Synthesize large amounts of data and identify what is relevant
  • Demonstrates a willingness to find solutions and problems; Recognizes collaborators strengths and weaknesses; Gives credit to others for contributions
  • Generates ideas for improvement and suggests innovations
  • A self-starter who is comfortable turning big ideas into actionable processes and project plans

  • Valid Level One Fingerprint Clearance Card issued by the Arizona Department of Public Safety for all specialty behavioral health locations
  • Minimum of 6+ years experience in management, and/or community health and programs development
  • An understanding of the Social Determinants of Health and the effects on health
  • Proficiency in developing and presenting analytic reports both written and verbal, data collection, sampling, analysis, and presentation
  • Good working knowledge of Microsoft Office applications, includes Outlook, Word, and Excel
  • Must be able to maintain confidentiality, privacy, and security of protected information
  • Must possess excellent verbal and written communication skills with the ability to communicate effectively with internal and external customers
  • Show leadership qualities including respect for others, consistency, and fairness
  • Poses ability to effectively address/resolve issues within appropriate timeframes
  • Possess ability to accept and give direction in a collaborative manner
  • Strong familiarity with human services agencies serving low-income and minority populations and understanding of and sensitivity to issues of concerns to low-income and minority communities
  • Valid AZ drivers license with auto insurance
  • Competency in dealing with people of various cultures and backgrounds
